An option to change factions is something this game needs - just not the same option WoW has paid. Do it more like EQ2. Add in a quest to the game that lets you drop your current faction, and then work up notoriety up with the other side.

The period in between you have no actual faction with either side, and as such lose all that they offer you. Make it take about 4 hours of faction grinding once you drop your old faction until the new one will accept you. It makes sense from a lore perspective, and it should not be hard to write a few quests to highlight to a player of one faction exactly what the other faction thinks of it, and where each went wrong. Ascended characters have not had their free will removed at all, and so should still be able to chose which faction they think screwed up the least, and which faction they think has the best hope of success.
